New Philadelphia District Attorney Lawrence Krasner has launched an unprecedented experiment. When recommending incarceration, Philly prosecutors must justify the cost. In other words, for example, if a prosecutor recommends a four-year prison sentence which would ultimately cost Pennsylvania taxpayers $160,000, the prosecutor must show how Pennsylvanians will get $160,000 worth of benefits as a result. What are your thoughts on this policy? Do you think it will have any effect, good or bad, on the CJ system?

I think that the approach taken by the District Attorney to propose such a high cost for incarcerating criminals is not worth the money. This is because there can be ethical issues with criminals who might have not committed grave offenses like rape or murder. Criminals who might have been convicted for burglary or theft might be incarcerated for a long period of time and this could become unfair. There would be no fairness in differentiating between prison terms of petty crimes and serious crimes. Therefore, there cannot be a price fixed for incarceration for different criminals.
